The coalition chief is being accompanied by the Secretary of State for Scotland, Lib Dem Danny Alexander.
They will meet Scotland's First Minister Alex Salmond on a visit to the parliament, Holyrood.Mr Salmond is expected to press Mr Cameron for Scotland to receive about £700m of additional cash.
He wants the Scottish Government to be able to bring forward further spending.
He is also calling for Scotland to receive money as a consequence of Olympic spending and for cash for renewable energy projects in the fossil fuel levy fund to be released.
Mr Salmond told BBC Radio Scotland's Good Morning Scotland: "It strikes me that there's no point in having a Scottish Parliament and a Scottish Government unless they're prepared to defend and promote Scotland."
And he added: "The Prime Minister said he will treat Scotland with respect. I intend to take him at his word, but obviously a respect agenda has to be about more than just words. It has to be matched by deeds."
The SNP leader also argued that the new Tory-Lib Dem coalition did not have a mandate in Scotland.
He said: "They clearly don't have a majority of votes or a majority of seats in Scotland, which would constitute a mandate."
Foreign Secretary William Hague is travelling to the US to meet Secretary of State Hillary Clinton.
He willl offer the British Government's support over the war in Afghanistan and America's stance on Iran.
In an interview with The Times newspaper, Mr Hague said Tehran needed "to change course".
More ministerial appointments are set to be unveiled later as Mr Cameron finalises his new government.
Downing Street published a list of 30 appointments across Whitehall departments on Thursday, mainly at minister of state level.
